SCP are proud to have been involved in the successful recent completion of Burnley’s flagship town-centre regeneration scheme at Pioneer Place. SCP worked closely with the developer arm of Eric Wright Construction, Maple Grove, through the planning process and was then appointed by EWC for the detailed highway design elements at the implementation stage to bring this £23 million project to fruition.
From the early stages of planning to the final touches, both our Transport Planning and Infrastructure Design teams have played key roles in the delivery of the project which includes a 7-screen multiplex cinema for Reel, restaurant units for Nandos, Starbucks and Loungers and a 226-space surface car park. During the planning stage, SCP provided the comprehensive Transport Assessment and Travel Plan which addressed concerns raised by the local highway authority and paved the way for the project’s approval. We then helped discharge post-planning conditions including detailed occupier Travel Plans and Delivery, Servicing, and Waste Management Plans and assisted with S106 obligations.
An important aspect of the project involved liaison with future occupiers and Burnley Borough Council to determine the specific servicing requirements for the site. This ensures that the daily servicing needs of Pioneer Place are accurately accounted for and allowed for within the wider needs of the town centre.
To facilitate access to the site, SCP undertook the detailed design of five junctions via the s278 process and liaised closely with the approving authority, Lancashire County Council, to create a safe and efficient environment for both pedestrians and vehicles.
Prior to the commencement of development, our design team also provided swept path analyses, stage 1 and 2 Road Safety Audits and a comprehensive dilapidation survey of the surrounding area. Our focus throughout was to ensure that the highest safety standards were met, both during and post-construction.
