SCP is pleased to have assisted BDW Trading and Property Capital plc to achieve a planning committee resolution to approve (subject to a Section 106 Agreement), a hybrid application on land at the former Leyland Test Track, Moss Side, Leyland. The brownfield development site is around 39 ha in area and is a major redevelopment site in South Ribble. The scheme includes up to 950 dwellings (with 30% affordable on site), up to 28,000sqm of B1, local centre of circa 3000sqm , primary school together with associated green infrastructure, public open space and access roads, footways, cycleways and equestrian provision. SCP had previously advised the landowners on the scale and mix of development that could be supported by the transport network, and improvements to the transport network, to secure the allocation of the site through the Local Plan process.
The final development proposals reflect the considerable degree of discussion between the developers and the Design Team with South Ribble Council, Lancashire County Council, local resident action groups and individual residents. The development scheme and collaboration process were widely praised throughout the Committee meeting.
SCP provided initial advice on transport and highways matters into the Masterplan process where the access strategy for the site was a key element of the proposals. SCP then produced the Transport Assessment Report, Travel Plan, Transport chapter to the EIA and also additional Technical Notes, drawings of off-site highway improvements, costing exercises and negotiations with local bus companies.
The committee resolution represents a satisfying conclusion to the initial stages of the development and we look forward to assisting the developer with the implementation of the agreed highway infrastructure works.
