SCP are pleased to see another Lidl store open, on the 24th September, Lidl finally opened their Blackburn store on St Clement Street, offering 40 new jobs in the area. SCP have supported Lidl for two years on this scheme utilising a whole range of our services from pre-planning right through the construction phase.
During the planning phase SCP supported both in transportation planning and flood risk for the scheme. Within SCP’s Transport team, we produced the transport assessment to support the increased use of non-motorised users and vehicles the site. Our Leeds Infrastructure Design team assisted with assessing the site in terms of flood risk which is compliant with NPPF 2019, creating a sustainable drainage strategy which could be carried forward to detailed design.
Post planning through the detailed design stage, SCP prepared a detailed drainage design for the internal works to aid with discharging the drainage related conditions through the use of micro-drainage to provide a more sustainable and value engineered design for the site. Our infrastructure team worked simultaneously to complete a detailed design highways pack to be progressed within a Section 278 agreement with Blackburn with Darwen Borough council, and this agreement was technically approved and provided in January 2020. SCP then progressed both the detailed design for the highways and drainage packages for tender, and assisted with the procurement of the highways contractor.
Throughout the scheme, we assisted with utility searches and liaising with statutory undertakers to ensure that all utility diversions or protective works were completed prior to the works starting on site, to mitigate risk of working alongside the utilities to the appointed highways contractor.
Through the construction of the retail development, SCP were on site monitoring the quality of the works and the programme, as well as answering technical queries while offering support to the contractor.
Despite delays in the delivery of construction material and products the contractors on site were still able to complete the scheme on time. SCP’s commitment to dealing with the technical queries in a timely fashion and our weekly site support visits ensured that there was no interruption in the programme.
